Description
Urban mobility in the Greater Barcelona is immersed in a process of change accelerated by the pandemic, the digital transformation, the metropolitan space, climate change and the aging of the population. For this reason, it is necessary to evaluate the situation that Barcelona is going through post-pandemic and propose a series of transversal city initiatives so that Barcelona and its metropolitan area become a global benchmark in urban mobility for Barcelona's competitiveness and sustainability.
In this sense, it is urgent that mobility is planned and managed from a metropolitan perspective in collaboration with all administrations, that the infrastructures and investments committed are carried out quickly and transparently, prioritizing the environmental and financial sustainability of the system, as well as the fluidity as a guiding principle of mobility as a service to the citizen.
Goals
Evaluate the evolution of the Barcelona Global Challenge presented in 2020, including the influence of the pandemic and the exit scenario of the same in which we find ourselves, and above all offer a series of proposals, based on strategic reflection with more than 40 partners, experts, and key actors in mobility, who may be useful for the development of city initiatives that will be carried out in the coming months.
To resume the foundations for a great agreement for metropolitan mobility, it is necessary to listen better, agree more, avoid tactical solutions, execute rigorously, speed up implementation and put the citizen at the centre. In this way, mobility planning must be based on the following main principles:
- Metropolitan scope: a metropolitan agreement for mobility is necessary.
- Intermodality and comfort at the service of the citizen.
- Financing of mobility and investment performance.
- Digitization.
- Sustainability.
As a great metropolitan pact and based on the consensus identified, they must be able to deploy key concrete proposals so that Greater Barcelona is an environmentally and economically sustainable, affordable, accessible, inclusive, fluid and efficient city. From Barcelona Global we propose some examples of proposals aligned with the great principles mentioned:
- Develop a real model of metropolitan mobility governance capable of planning, designing, executing and evaluating mobility policies with a broad vision of the territory through an Agency for Metropolitan Mobility.
- Promote intermodality by facilitating the integration between all modes of mobility and placing special emphasis on the hybridization of traditional multimodal transport nodes, not with shared ones.
- Open a serious and serene debate on the advisability or not of establishing measures on congestion entering the city.
- Establish a real public-private collaboration with shared mobility operators to reverse the bad experience in granting licenses for shared motorcycles and bikes in the city.
- Ensure compatibility and coherence in the management models of the metropolitan Bicing systems with the Bicing of the city of Barcelona.
- Ensuring the metropolitan vision of the actions to transform the major mobility axes of Barcelona.
- Promote the fluidity of mobility in the centre and in the accesses of Barcelona.
- Improve the fare scheme, so that it is fair and accessible, as well as address the financing of mobility policies and especially public transport and new mobility infrastructures.
- Execute all public transportation investment commitments.
- Create a web space for transparency on the state of investments in mobility in the Metropolitan Region of Barcelona.
- Advance in the total digitization of metropolitan mobility aimed at improving the citizen's experience and facilitating mobility planning using data through MaaS technology.
- Commit to the decarbonisation of 100% of the public transport fleet, VTCs and merchandise distributors in Barcelona.
- Facilitate the deployment and financing of electric charging infrastructure in public and private car parks in the city.
- Quickly execute the pact for sustainable last-mile distribution agreed between Barcelona City Council and the city's logistics operators and trade associations.
